There are some technological issues associated with the computer forensics. Computing is the field of changing that change after certain period of time. Companies introduce new hardware, software and the operating systems in the market. So, it is not possible to find the expert of all computers forensics examiner. It is possible that he will face such things during investigation that he has never faced before. Such conditions can be solved with experience. However, the expert needs to be prepared for dealing with the tests and experiments of the situation. PM defends Tax on benefits and allowances | Antigua Observer ...

St. John?s Antigua- The government has fiercely defended the proposed taxation of employees? benefits and allowances, which is slated to take effect in April 2012.

Finance and Economy Minister Harold Lovell announced the date change on Tuesday at a town hall meeting.

The development was due to take place on March 1.

Speaking on the matter for the first time Prime Minister Baldwin Spencer said the closing of the tax net is needed at this time to further propel growth in the country?s faltering economy.

Spencer said his government has already given enough leeway in allowing the situation to get out of hand when it lapsed in 2005 by not imposing all the provisions of the personal income tax.

?The reality is that if we do not make some effort to do what we are doing here, some of the basic things that we are required to deliver to the people Antigua & Barbuda would pose a problem,? Spencer said.

The country?s chief servant said if efforts are not made to recoup the government?s fair share of taxes, it would create a more disastrous situation for the country?s economy.

He stressed that the money collected will be pumped back into the economy.

Lovell, who also attended the forum organised by the Antigua Workers Union (AWU), also sought to allay the fears of the many participants.

He pointed out that the government does not feel any joy in enforcing taxes on the nation but this is something which needs to be done and urgently.

He explained that personal income tax is really based on a system of equity, in that persons are expected to pay in accordance with what they earn.

?A person who earns $4,000 per month they would pay $100 in Income Tax every month because the first $3,000 is a personal allowance for everybody, so nobody pays on the first $3,000.? If you earn $4,000 you get taxed on the 1,000 at ten % and you pay one hundred dollars in tax per month.?

The finance minister said the twin island state is still the lowest taxed country in the OECS with the highest standard of living.

?Our tax to GDP ratio is approximately 22 percent at the high, when you go to other countries in the OECS some of them are as high as 33- 35 percent tax to GDP ratio. That means for the size of the economy the amount of money that they are collecting is much greater proportionally than what we are collecting,? Lovell said.

He also indicated that consultations are ongoing with the trade unions and other members of the business community and adjustments will be made to the 35-paged PAYE guide to reflect their concerns.

The finance minister noted the ministry will be looking to conclude the consultations shortly.

In his 2012 Budget Statement the Finance Minister announced that the Inland Revenue Department would begin to administer the Personal Income Act in full in 2012, by implementing the provision for taxing benefits and allowances.

This provision was administratively deferred when the Act was passed in 2005.

The development is expected to largely impact self-employed persons and professionals and other high income earners with similar classifications, who classify a major portion of their earnings as allowances.

The government is hoping to rake in close to $90 million in extra revenue through this proposed measure.

Journey Home

This is the story of my week (Feb 6-11) (wrote this Sat 2/11)

What is faithful living?
It is living each day with an assurance that God is good no matter what.
That God is providing- no matter what.
God is loving no matter what.
God is present no matter what.
It's knowing and feeling that God's grace is sufficient for all things.
It's trust and abiding
It is seeing joy in all things.
This week I have seen this. - In fact I see this all weeks... but I this week-- I was confronted with God's grace and faithful disciples of God in powerful ways.

As a pastor- I have the honor -- the deep deep powerful privilege to witness this- to experience it and see it every day.

Two of my dear friends have been on a journey that they have described as joyful and filled with God's grace.
One of them is dying.
But we know that this is not the end of the story.

My friend Joe* is dying and his wife Sarah* is a woman filled with the purest love and devotion.
Each day I've sat with them, prayed, hugged, held, read scripture, laughed, told stories.
I prayed, loved and pulled Sarah* into my lap literally as our smiles turn to laughs as we knew and exclaimed this is what God is doing with us! God is pulling us into God's lap! I had asked her what words she felt that day-- they were loved, embraced, sad.

The next day her words were peaceful, comforted.

I sat next to my friend Joe* and wept this week. Wednesday I was able to sit next to him and weep-- just me and weep. I told him stories of some of our times together. I read him scripture--out of his beautifully marked up bible. Scriptures traced with green pen, and highlighted... I read him my favorite Psalm 139 (marked my him as well-- and learned later from Sarah that it was one of his favorites). I read to him from John 14- so he could hear and know Jesus was waiting for him-- Jesus had gone and prepared a room for him. So he could know that Christ has not left the rest of us alone-- We are not orphaned. The Holy Spirit is holding him, and Sarah, and their two sons, and all of us who love, and weep, and will miss him. I read to him Revelation 21 telling us Heaven and this place where there will be no more crying, or tears, or mourning, or pain. A place where all are united in everlasting joy and praise of God.

I talked about joyful times when he wondered into my office and we would sit and talk for hours about life, theology, family, church, politics.... he would often tell me he was worried I was working to much and wanted me to slow down. He cared and wanted to hold me accountable. We challenged each other. We prayed, laughed, and shared joys. He always made me laugh-- he always had a way of disarming everyone around him and helping them to be at ease, authentic. He helped you to laugh at him, yourself, everything-- and to simply be humbled. Everything he did was to lift others and let them be whole as they are. He wanted you to feel like the hymn "Just as I am" that God loved you and he loved you.

Thursday I visited with my daughter Sophia.
Thursday is usually "day off" but I wanted to be there. I have Sophia with me on my day off. We dropped Grace off at preschool, dropped Kevin off at Starbucks for a meeting and got a few treats for us and a latte for me to take to Sarah*. Sophia is 3. We talked about Joe* and Sarah* and why we were going to visit.

I said, "We're going to go see our friend Joe and Sarah at a place called the Hospice.
Sophia said, the hospital? - she knows I go there a lot
It's a lot like that- I say. We are going to go tell them how much we love them and that God loves them. Our friend Joe is sick and he is going to go see Jesus."
That's about all we talked about...

We also sang some songs on our way (She loves to listen to the musical "Into the Woods" - she calls it "the fairy tale CD"). We got there and she got her own name tag- I signed the Clergy check in sheet.

We went in to visit and take Sarah a latte - I figured we drop off the latte, give hugs and prayers and head out. We came into the room and family and friends were gathered around as usual. Sarah had taken a much needed break (she's been living here) to go home and take a shower and change.

Sophia came in and smiled at everyone. She looked so so cute in this pink outfit top, skirt, and tights she picked out. I asked her if she wanted to go say anything to to Mr. Joe. She went up and said, "God loves you Mr. Joe!" and she kissed his hand.

There he was-- covered in his prayer shawl and prayer blanket from church, wearing a cross necklace from friends, and clutching the palm cross I brought him from Jerusalem. She kissed his hand as his hand clung to the cross.

Our wonderful Dir of Congregational Care (Kathy) took Sophia for a walk and I sat and prayed with *Joe.
Then off to find Sophia and figured we would head home. They have a beautiful sun room/sitting room at the Hospice and a giant toy box. Kathy and Sophia were happily playing with toys. She took every stuffed animal out-- we had a parade, and took them to the beach- she has an wonderful imagination. We visited for over an hour with family there as we played with toys.

Friday afternoon I was able to go and I took my 4 year old Grace. I did not have long- Kevin was taking youth to Laser Tag and I had to get back by 5pm.

Grace is usually the first to hug anyone- she's been on many visits with me. She knows Mr. Joe. As we checked in and got her name tag other visitors came behind us and greeted Gracie which made her excited. When we came in - there were many people who love Joe who were there.

A couple with two small children ( a baby and preschooler) and Grace was excited to meet them. I asked her if she wanted to say anything to Ms. Sarah and and she said, "God loves you." I pulled the curtain back to reveal Joe- and Gracie responded by stepping back. She was scared and didn't want to go close. It was apparent that she knew him and he didn't seem as vibrant as what she knew. I said that it was okay. I gave him and hug and kiss and shared a prayer.

Gracie was more precocious than usual it seemed.
She asked Ms. Sarah- "Why are you here?
I said- she's here for the same reason we are- she loves Mr. Joe.
G- Do you live here?"
We all chuckled a bit. I said- she kind of does this week.
Then Gracie said, "This is like a really nice place..... But... is there a bathroom here?
Because I have to use the potty!"

I then took her to the potty and then we wondered into the sun room area-- and she saw the toys. We had about 10 minutes and she played with the toys with Mr. Joe's father (a true pied piper loved by children just like Joe). I visited a bit more and then we headed home.

We had a very good conversation on the way there about how we were going to visit our friends Joe and Sarah. We love them and God loves them. Joe is going to go see Jesus soon and be in heaven. We talk a lot about my sister Sally (who passed away in 2000) and how she is in heaven.
I said- your Aunt Sally will greet Mr. Joe when he comes home to heaven.
Gracie talked about our dog Lady that died. "Is there a dog heaven Mommy?"
I'd like to think so, I said. God made everything. God loves dogs. But I don't really know. Maybe you should keep asking Jesus when you pray, I said.
But Mommy- Jesus doesn't talk back to me.
You know what Gracie? Sometimes he does-- but its not the same as when we talk. Sometimes when it is really quiet, we can hear God whisper to us. He speaks to our heart. Sometimes we feel what he wants us to understand through the Holy Spirit.
Grace- That's cool Mommy. Could Jesus help me walk on clouds?
I'm not sure, but if you became an astronaut... you could walk in space-- that's very much the same, and Jesus is always with you- so he is helping you do everything you do.
Mommy, I want to go to space- right now!
So as we turned the ramp onto Glebe Rd we had a countdown and blast off and our car became a space ship. We were in space.... we saw stars and planets and landed on the moon. Gracie saw every character from Star Wars.

But even with our conversation-- seeing Mr. Joe... even though we knew he would soon be in heaven, it was hard. It is hard for me. It hard for Sarah. Its hard for all of us.
It is hard but it is also amazing and wonderful and powerful and profound and embraced in joy.

Even Jesus wept as he stood outside the tomb of his dear friend Lazerus. He knew that death was not the end. In fact he raised him from the dead.
But first he wept
. He mourned. He felt. He experienced this pain.
And he felt the joy of his friend walking towards him again.

Driving home Gracie and I had deep conversation about life, death, and heaven on the way home. I asked her how she felt when she saw Mr. Joe.
Gracie: I was sad and scared. I thought he was dead.
Me: He was sleeping really soundly. I know he looked really still. He held his cross in his hand. He is very peaceful.
Gracie: I liked the little boy and baby there! Ms. Sarah is sweet and pretty.
Me: He was a sweet boy.
Gracie: I had fun playing with the toys with Mr. Joe's Daddy. He was fun! ..... Mr. Joe is going to see Jesus soon?
Me: Yes.
Gracie: What is it like there?
Me: The bible tells us heaven is a wonderful place filled with joy and singing praises.
You know how you fall down sometimes and hurt yourself?

G: Yes
Me: Well- there is no more pain. No more crying or tears in heaven.
G: It is a wonderful place..... Mommy, When will you go to heaven?
Me: When I am an old, old, old, old, very old woman.
G: When I go to heaven I will be an old, old, old, old, old, old, old, old, old, very, very, very, very, very, old woman.
Me: Yes and we all be together in heaven.
G: Yep!
....
G- Mommy- can I watch a show tonight?
Me-- We'll probably read books tonight....
etc. etc. etc.

I wrote this 11 days ago.

My friend *Joe went home to be with to the Lord on Valentine's Day.

Tonight is Ash Wednesday - tonight we said, "From dust you came, and to dust you will return."

Tonight we sang "What Wondrous Love is This" and as the last verse:

And when from death I'm free, I'll sing on, I'll sing on;
And when from death I'm free, I'll sing on.
And when from death I'm free, I'll sing and joyful be;
And through eternity, I'll sing on, I'll sing on;
And through eternity, I'll sing on.

Tears fell down my cheeks as we sang-- I was so sad, and so in awe, and so joyful-- all at the same time tonight. I confronted my sin and mortality- I confronted that my friend has returned to dust-- but in so - has returned to God. I contemplated the ways I am to return to Christ in this journey of Lent.

My friend has journeyed home.
No more pain.

Today we begin a journey with Christ to the cross.

The cross is a place of pain, and of redemption.
The cross is a place of death, and of new birth.

The cross is our home-- for it is where our dust is redeemed and transformed into new life.
The cross is our home-- for it is the place of victory over death.

We begin the journey to the cross today.

Somehow- this year, it is filled even more powerfully.
I am dust- and to dust I will return.

Praise be to God who created me from dust.
Who breathed life into me.
Praise be to Christ Jesus who washes me clean.
Praise be to God who has brought *Joe home.
Praise be to God who takes our ashes and makes all things new.

Get in Touch with the Divine in You :: Your Guidance on Demand ...

We have talked before about the power of positive thinking and creating your own new reality because in fact you do create your reality. You can create as much abundance and prosperity as you desire. The Universe is filled with infinite abundance and you can tap into that, if that is in alignment with your inner most true desires.

Material possessions and money are simply another manifestation of the energy of the Universe and how much of that flows to you is determined by what you create. The more that you practice conscious creation, the more you will be in control of how the energy of the Universe flows to you. And one of the keys to that type of practice is learning to get in touch with your Divine Self.

This Higher Self is that part of your consciousness which is always connected to the infinite and the eternal. The other part of your consciousness is your ego consciousness which is concerned with the day-to-day reality and which holds your ego personality and is very much connected to the physical world. The more that you can get in touch with your Divine Self, the more you open yourself to the infinite love, compassion and wisdom that is always present. In addition, the Divine Self can help shed light on thoughts and behavior that are limiting you from manifesting your true desires and what you really want to create in your life. And as you recognize these negative patterns your Divine Self will help you liberate yourself from the constraints that these negative thoughts, emotions and behaviors have had on you.

Because it is a part of you, the Divine Self is always present, waiting to be called and is always there for you to tap into. Anything that you truly desire can be manifested by connecting to your Divine Self and using that energy to create the reality that you want. Because it is a part of you, it is actually very easy, with a little practice, to get in touch with your Divine Self. It is always waiting with love and compassion to guide you and help fill you with the wisdom, warmth and love of the infinite Universe.

The most common way to get in touch with your Divine Self is through meditation. By meditating you quiet your ego mind and open yourself up to the Divine Self. Do not worry if it seems like nothing is happening, especially in the beginning the moments that you quiet your mind will be brief but those moments of quiet are there and the longer that you practice the longer the quiet moments will be. Even the most brief instant of a quiet mind will have profound results because the Divine Self is there shining and illuminating the way for you and the more you practice the more light you will let in.

1. Start by finding a quiet, peaceful place and then sit quietly. Feel that your desire is to open yourself to your Higher Self and that you are receptive to the energy of the Divine Self.

2. As you sit quietly, allow your thoughts to drift by and not pay them any attention. Imagine the light and energy of the Universe filling you with wisdom, love and compassion.

3. As you continue to sit quietly, allow all thoughts to leave and feel the peace and energy of the Divine Self. Let go, and then as the stillness grows feel the energy of the Divine Self shining through.

4. In the stillness ask your Divine Self for guidance in how to manifest the desires of your new reality.

5. Become aware of the answers that you feel your Divine Self is giving you and the feelings and the power to accomplish manifesting your new reality.

6. As you end your meditation feel the glow of energy from having touched your Divine Self and carry that glow with you.

At the beginning you may want to practice this meditation for 15 to 20 minutes a day. Once you are more practiced at it can do it several times a day for just a minute at a time or you can dedicate a certain time of day to do a longer meditation. The key is to practice on a regular basis because the more that you practice and get in touch with your Divine Self, the more open you will be to that energy flowing into and enlightening you.

It is only through this type of practice that we can truly get in touch with our Divine Self. Because the Divine Self cannot be thought of in rational terms there are no words to really describe the Divine Self. And because it is beyond our physical reality and is part of the infinite, eternal Universe of energy, the only way to truly experience it is to be in touch with that energy. The only way to experience the Divine Self is through the actual experience of contacting the Divine Self. Once you experience it you feel its full power and the light, the love, the wisdom of the Universe are all part of you through your Divine Self.

Your Divine Self is your direct connection to the source energy of the Universe. All knowledge, wisdom, love and compassion exist in this eternal continuum. The more you learn to quiet your mind and clear yourself of negative thoughts the more open you will be to this fountain of wisdom that resides within you at all times. Through your Divine Self you can overcome the limitations and blocks that your ego personality place in front of you. Your Divine Self knows that these are illusions and that your unlimited capacity to abundance and prosperity are at your fingertips.

You can use the above meditation techniques to bring the light of your Divine Self shining forward. You can ask your Divine Self for guidance and help in realizing your true goals and dreams. It can open your heart and allow you to be more loving to yourself and to others. Your Divine Self can shed wisdom on any problems you might have around relationships, money or work. The light of the Divine Self will help you in any situation that is blocking you. In addition, it can help you overcome the fear that change sometimes brings about, which can also be a block to you creating new realities. And the Divine Self can provide you guidance on what the steps are that you need to take to realize all of these new realities that await you. Your Divine Self is the source of unending love, compassion and wisdom. All you need to do to tap into it is to quiet your mind and experience the eternal light shining.

Management lessons to learn from 'Star Wars'

My colleague Dorothy Pomerantz notes that this weekend, the re-issued 3-D version of "Star Wars: The Phantom Menace," pulled down about $23 million at the box office over the weekend. This got my mind to pondering the mistakes that people make, ranging from making the "Star Wars" prequels to reissuing them in 3-D to actually going to relive the misery that was "The Phantom Menace" all over again.

But mistakes are learning opportunities. And in thinking about "Star Wars," let?s leave the prequels behind and focus on the original trilogy. It occurs to me that the "Star Wars" films have a lot to teach us about leadership styles.

In particular, the Galactic Empire strikes me as a quintessential example of how not to effectively run an organization. Let?s take a look at five of the Empire?s biggest mistakes and see how you can avoid them in your own organization.

Mistake I: Building an organization around particular people, rather than institutions
Perhaps the biggest mistake of the Galactic Empire made is its singular focus on the preservation of power for the Emperor and a few of his chosen lackeys. There is a constant through line we see starting with "A New Hope" and running through to the end of "Return of the Jedi" of the Emperor consolidating more and more power into his own hands and that of his right-hand man, Darth Vader. In "A New Hope," the Galactic Senate is disbanded in favor of regional governors hand-selected by the Emperor. By the time "Return of the Jedi" rolls around, the Emperor?s only advisor is Darth Vader, and his distrust in his organization is so complete that his only plan for succession is a desperate attempt to poach Luke Skywalker from the Rebel Alliance and get him to join his organization. Anytime your future plans depend on getting a rising star from a rival organization to join your team, you know that you have some serious institutional issues.

As the events of the movie make clear, the deaths of the Emperor and Darth Vader pretty much eliminated any opportunity for succession. A galaxy-wide organization was defeated simply by taking out two key individuals. Despite his decades of scheming, Palpatine?s organization barely lasted a day after he was gone.

Mistake II: Depriving people of the chance to have a stake in the organization
By consolidating his power, the Emperor didn?t just ensure that his organization wouldn?t survive his death. He also deprived a key motivation for both his employees and the public-at-large: a feeling of having a stake in the success of the organization. The Emperor disbanded the Galactic Senate, removing the idea of any democratic stake in the government. He wiped out all references to the Force, so there was no longer any guiding ideology. His sole idea for maintaining control of the Empire was building the Death Star, on the theory that, in the words of Grand Moff Tarkin, ?Fear will keep the local systems in line. Fear of this battle station.? Similarly, while in the first "Star Wars" film, there was a scene showing officers in the Imperial Navy discussing strategy, by Return of the Jedi, it was clear that no feedback was being solicited anymore. The Emperor or Vader gave orders and that was it. No further discussion.

But as was ably demonstrated in this exchange in the movie "Office Space," this is the worst possible way to get the best work out of your employees. Fear, combined with a sense of powerlessness, only inspires the bare minimum amount of work:

Peter Gibbons: You see, Bob, it?s not that I?m lazy, it?s that I just don?t care.
Bob Porter: Don?t ... don?t care?
Peter Gibbons: It?s a problem of motivation, all right? Now if I work my ass off and Initech ships a few extra units, I don?t see another dime, so where?s the motivation? And here?s another thing, I have eight different bosses right now.
Bob Porter: Eight?
Peter Gibbons: Eight, Bob. So that means when I make a mistake, I have eight different people coming by to tell me about it. That?s my only real motivation is not to be hassled, that, and the fear of losing my job. But you know, Bob, that will only make someone work just hard enough not to get fired.

Mistake III: Having no tolerance for failure
In an early part of the "Empire Strikes Back," the Empire attempted to wipe out the Rebel Alliance once and for all in the Battle of Hoth. However, because Admiral Ozzel took the Imperial Fleet out of lightspeed too close to the Hoth system, the Rebel Alliance was able to detect the Imperial approach and quickly begin its defense. Enraged by this error, Darth Vader used the Force to choke Admiral Ozzel to death. Captain Piett, Ozzel?s second-in-command, was then promoted to Admiral and given command of the Imperial Fleet.

This swift, decisive punishment of failure is a huge error of management. First of all, mistakes are inevitable ? especially in times where quick decisions are needed to be made on incomplete information. Rather than simply kill Admiral Ozzel, Vader should have attempted to direct him to a course of action that corrected his error. Instead, he threw the Imperial Fleet into organizational disarray as countless numbers of officers were suddenly thrust into new roles and responsibilities without the opportunity to learn them. This organizational chaos was undoubtedly key to the Rebels ability to escape in mass numbers, even as they flew perilously close to the Imperial Fleet.

Even beyond this one mistake, by adopting a management style of ?failure leads to Force choking,? Vader developed an organizational culture that was destined to be weak. People would be afraid to offer feedback or suggestions, choosing instead to follow orders to the letter. This ensures that decisions are made at a very high level, and anyone under those levels will lack initiative or the ability to act on their local knowledge. What?s more, by punishing failure so harshly, the Empire provides an incentive for people within the organization to actually lead their superiors to failure. After all, the quickest way to promotion in the Empire is for your boss to make a mistake, so it?s in your own best interests to ensure that he does.

Mistake IV: Focusing all of the organization?s efforts into a single goal and failing to consider alternatives
When it came to the success of the Galactic Empire, the Emperor had one single idea that he was absolutely obsessed with: building the Death Star. The completion of the Death Star, with its ability to destroy entire planets, was the singleminded obsession of the Emperor. At no point do we ever see any alternatives broached. No scenes between Darth Vader and the Emperor debating the wisdom of building a second Death Star so soon after the first one was destroyed. Rick Santorum seems to be (if the bloom isn't off by the time this article comes out) the latest anybody-but-Romney Flavor of the Week, so it's work taking a look at his economic ideas.

I know, I know: he's got some interesting, er, cultural baggage. But I'll leave that to the culture warriors.

The first thing that strikes me about Santorum's economics is that, of all the Republican candidates save the admitted long-shot Buddy Roemer (whom I interviewed here), he is the one verbally farthest from the piggy-piggy give-me-more hyper-capitalist mentality and the libertopian fantasy that the Fwee Mocket will solve all our problems if we just give it a chance.

Anyone who knows their history will know that neither of these attitudes are actually required to be a conservative in good standing, or even a good Republican. There's not room here for a dissertation on American history, but neither Abraham Lincoln nor Teddy Roosevelt worked this way.

So perhaps what we have here is a rational Republican response to our present economic situation. Everyone who's not a hopeless ideologue knows that American capitalism has gone off course in recent years, and somebody is going to have to reform it. It can potentially be done from the left or the right, but done it must be if we are to avoid national decline.

It's no secret where Santorum is getting this stuff. Its lineage in Catholic social teaching is obvious. Broadly speaking, it's distributist economics. Google "distributism" and you'll see what I mean. It's the capitalism of Main Street, not Wall Street. It has a long intellectual history, and in many ways it's actually more conservative, with small "c," than what the current Republican establishment believes in.

Those dollar-sign patriots have been busy selling off the country piece-by-piece for personal profit. There's a glimmer of hope out there that Mitt Romney represents their quiet repentance, and coming turn towards economic nationalism, but I'm very unsure on this.

So I'm fairly sympathetic with Santorum's overall mentality on economics. It's when I look at his detailed proposals that I start to get worried. The substance behind his populist pitch isn't that solid, and a lot of it is clueless.

Let's take as the baseline of what he thinks this page on his campaign website. He says, to pick the interesting items out of a sea of Republican boilerplate,

They want an end to the disadvantage of having to compete with nations that don't impose the cost of serious pollution controls. They want a reasonable balance of regulations here at home. They want government programs that serve their sector--like the Manufacturing Extension Partnership--to get at least some token fraction of the largesse that Uncle Sam lavishes on sectors like finance and agriculture. And they want a public education system that trains the skilled employees they need.

But a free ride on taxes? No, I never heard that one. This makes me wonder if Santorum even asked any actual manufacturers what would help them.

14. Spur innovation in America by increasing the Research & Development Tax Credit from 14% to 20% and make it permanent.

OK, this is good. It's a well-established fact (first noted by Alexander Hamilton in 1791) that society should subsidize innovators because they can't capture the entire value of their innovations, which spill over to benefit the rest of us without our paying.

15. Eliminate all energy and most agriculture subsidies within four years, letting the markets work.

Now I'm actually (depending, of course, on that weasel-word "most") impressed. Telling people the truth about agricultural subsidies--that they're a racket--takes a fair amount of bravery, as most people still suffer the delusion that they're a kind-hearted attempt to rescue family farms from the Dust Bowl. The reality is that corporate agribusiness pockets most of the cash, and any subsidy that does trickle down to genuine family farms just enables them to stay alive to get squeezed harder by the agribusiness oligopolies that overprice their inputs and underprice their outputs.

18. Pass a Balanced Budget Amendment to the Constitution capping government spending at 18% of GDP.

This, I am afraid, can only be described as disingenuous and stupid.

For one thing, you can't even have a true balanced-budget amendment unless you are literally willing to put the federal budget under the control of the judiciary--which, after all, would enforce anything set up as a matter of black-letter law. And I flatly don't believe any Congress would really allow this.

For another, whatever one may feel about limited government or the desirability of a small public sector, the reality is that if you don't run deficits during recessions, recessions will be much worse. John Maynard Keynes doesn't get much respect from conservatives (except Richard Nixon), but he was right, as shown by the fact that all Republican administrations use his playbook when actually in office.

FDR slammed on the deficit brakes in 1937 and got the Recession of 1937-8.

I wish I could dismiss this proposal as mere posturing, but Santorum seems to be going deep with it, as shown by "31. Audit the Federal Reserve and return it to its original purpose - a single charter to only manage inflation." This indicates a disturbing seriousness of intent.

Unfortunately, I don't know of any document establishing that the sole original purpose of the Fed was to control inflation. It's not the European Central Bank or its predecessor the Bundesbank--which really does and did have such a mandate. When the Fed was founded in 1913, the U.S. was on the gold standard, so controlling the value of money wasn't within its brief; arguments over inflation vs. deflation focused on so-called bimetallism, or the dilution of the gold standard with silver, which Congress determined.

Anyhow... the main purpose of proposing a balanced-budget amendment is to win the hearts of fiscal conservatives without actually having to name real budget cuts. Everyone's in favor of small government; no-one's in favor of actually throwing their own mother off Medicare. Proposing such an amendment enables one to keep one's ideological purity while postponing the cost until some distant future day when it is (supposedly) going to be passed. Disingenuous.

19. Negotiate 5 Free Trade Agreements and submit to Congress in first year of Presidency

This is really witless. If Santorum truly got the nature of America's current economic mess, he'd know that the expansion of "free" (free for them, not for us) trade over the last 15 years has been one of our big economic mistakes. We need to be dialing back, renegotiating, and withdrawing from trade agreements, not signing more. (Buddy Roemer understands this.) And this is despite the fact that Santorum has voted against some free-trade agreements in the past.

And as for that "5" ? Why does the number of trade agreements mean anything? It's the dollar amount of the trade that counts, not racking up treaties with a large number of small economies. This minor detail gives me the feeling Santorum doesn't have advisors who know their stuff on the most basic level. It reads like something strung together by a bunch of bright but inexperienced volunteers.

Santorum's last item is something I actually agree with:

32. Strengthen our national security and national defense so that we are not dependent upon our foes or competitors for critical manufacturing, technology, energy and other security needs

Forgiving, for a moment, the fact that this quote has the direction of causality between the industrial base and national security backwards, it is correct. So I'm glad to see Santorum's heart is in the right place here. But I'm still not glad that he hasn't proposed the key measures that would actually make this happen. To wit:

? He's actually come out against doing something about Chinese currency manipulation, invoking that old bogey-man trade war.

? He's against domestic-content laws--which aren't perfect, but would still be a step in the right direction if rationally implemented.

? He's denounced the auto bailout--which, again, wasn't perfect, but the U.S. simply can't be a serious industrial power without an auto industry.

All told, my take on Santorum on economics is that he's partly well-intentioned on some level, but has little grip on the really key policy questions, is susceptible to dangerous Republican clich?s pushed by various obsession groups, and is given to posturing. Better than some of the other candidates, but still no great shakes.
